The ninth national pay scale was announced to take effect from 1 July, but a gazette notification had not been issued as of 2 August.
Government officers and employees were therefore continuing to receive pay under the existing salary structure.
The Finance Division said any additional amount due from July would be paid in a lump sum as arrears once the notification is issued after administrative and legal procedures are completed.
The stated process includes cabinet approval, preparation of separate orders for relevant sectors, legal vetting, allocation of a statutory regulatory order number and publication of the notification.
Finance and Planning Minister Amir Khosru Mahmud Chowdhury said work on the ninth pay commission’s recommendations was still under way.
He said the proposal would be placed before the cabinet after the work is completed, and notification procedures would begin quickly if the cabinet approves it.
The minister said implementation of the new salary structure was not connected to an International Monetary Fund loan.
