The government has launched a first-ever transfer program for MPO-listed teachers in private schools and colleges, allowing them to apply for vacancies in the same position at preferred institutions.
The policy, issued as the Transfer Policy-2026 for MPO-listed teachers in private educational institutions through automatic software, applies to MPO-listed teachers in private schools and colleges.
Under the policy, the Directorate of Secondary and Higher Education (DSHE) will publish institution-based vacancy lists online, and transfer applications will be received online within a government-notified timeframe each year.
Teachers can apply after two consecutive years of service, must serve at least two years at a new workplace before reapplying, and can receive a maximum of three transfers in their career.
Applications are first limited to vacancies in the applicant's own district, then to other districts in the same division, with special cases allowing applications to any district or the district of the spouse's workplace.
When multiple applications compete for one vacancy, priority is given to female candidates, distance, spouse's workplace, and seniority, with distance calculated using the Ministry of Public Administration's method.
A maximum of two teachers per institution per year can transfer on a priority basis, no more than one per subject, and applicants can list up to three preferred institutions.
Transferred teachers retain their MPO, financial benefits, and seniority continuity, but transfer is not a right, no TA-DA is paid, and teachers under temporary suspension or facing criminal cases are ineligible.
