Ukrainian President Volodymyr Zelenskyy said Russian missile and drone strikes on Kyiv and nearby areas killed at least 17 people.
Zelenskyy put the number of injured at 44, while another casualty figure put it at at least 45.
Zelenskyy said the attack involved 24 ballistic missiles, four Zircon and Oniks missiles, and 115 drones, including many jet-powered drones.
He said warehouses, critical infrastructure and a railway station were among the targets.
Kyiv Mayor Vitali Klitschko said people could be trapped beneath rubble.
Zelenskyy called for faster deliveries of anti-ballistic missile defences and additional interceptors for Ukraine.
He also urged the Group of Seven and the European Union to impose tougher sanctions on companies involved in Russian ballistic-missile production.
Russia's Defence Ministry said its forces struck logistics supply facilities in Kyiv and the surrounding region that it said were linked to weapons, military equipment and drone production.
The ministry also said three cargo vessels carrying weapons and military equipment were hit near Odesa port on the Black Sea.
In a separate claim, Russia's Defence Ministry said it shot down 475 Ukrainian drones over Russian territory and the Black Sea and Azov Sea.
Rostov Governor Yuri Slyusar said more than 40 drones were destroyed in four districts, and falling debris sparked a grass fire that was later contained.
Tula Governor Dmitry Milyayev said drone debris caused a fire at a Wildberries sorting centre, damaged residential and industrial buildings, and injured one person.
Zelenodolsk district head Mikhail Afanasyev said drone debris caused a small fire at a civilian facility in Tatarstan, with no casualties reported there.
