Judges of International Crimes Tribunal-1 visited the RAB-1 facility in Uttara on 1 August with prosecutors and defence lawyers in a case concerning alleged enforced disappearances.
Chief Prosecutor Mohammad Aminul Islam said the tribunal authorised the judicial inspection after a prosecution application.
He said a preliminary investigation found that Home Minister Salahuddin Ahmed was held in a room at the site before being taken to India.
Aminul Islam said investigators identified the room through material gathered in the inquiry and accounts from victims.
He said 22 rooms of varying sizes were found in the building during the inspection.
The chief prosecutor said some rooms were so small that a person could not lie down normally.
He alleged that people had been kept in such rooms with their hands and eyes bound for extended periods and subjected to torture.
Aminul Islam said more than 250 disappeared people had not yet been traced, while some survivors returned after August last year and described the site.
He alleged that newly built walls had concealed parts of the earlier structure and that their removal exposed previously hidden rooms.
The chief prosecutor said the inspection record would be placed in a memorandum as part of the case file.
Defence lawyers disputed the prosecution’s account, saying no TFI cell exists and RAB was not involved.
Aminul Islam said the tribunal had also ordered an inspection of an alleged detention centre linked to DGFI inside Dhaka Cantonment on the following Saturday.
