Indian Prime Minister Narendra Modi said he wanted to forgive people who used abusive language against him during a protest at Jantar Mantar.
In a video posted on Instagram, Modi said the remarks had also targeted his late mother.
He described the language as painful and inappropriate for a civil society.
Modi said children and young people can make mistakes and should be given an opportunity to learn from them.
He said guidance, rather than prolonged legal action or harsh punishment, should be used to help young people change course.
Modi appealed for people to work together for the country and learn from mistakes.
The incident was linked to a protest over an alleged leak of a medical entrance examination question paper.
A complaint filed by a Ghaziabad resident alleged that a woman from Noida deliberately used offensive language about the prime minister and sought to provoke public tension and harm communal harmony.
The complaint was registered under sections 352, 353(1) and 356(1) of the Bharatiya Nyaya Sanhita, the item said.
It was later transferred to Parliament Street police station in Delhi for investigation.
