UEFA has issued a preservation notice to FIFA president Gianni Infantino over the withdrawn FIFA Forward Enterprise proposal.
UEFA said it is actively considering legal action, arbitration or a complaint to regulators in connection with the plan.
The notice calls on FIFA to identify, locate and preserve all documents and electronically stored information covered by it.
UEFA warned that any destruction, deletion, alteration, concealment or loss of relevant material after receipt of the notice could be treated as destruction of evidence.
UEFA said it could seek remedies, injunctions and costs against relevant parties if such material were not preserved.
UEFA asked FIFA to issue preservation directions to officials including Arsène Wenger, secretary general Mattias Grafström and chief operating officer Kevin Lamour.
Similar notices were sent to Joshua Kushner, Greg Maffei, JPMorgan and OpenEconomics, which were linked to potential investor groups.
FIFA presented the proposal on 28 July to establish FIFA Forward Enterprise as a separate commercial company connected to major competitions, including the World Cup.
The proposal envisaged private investment in the new entity and faced opposition from UEFA and the Asian Football Confederation.
FIFA subsequently withdrew the plan, but UEFA’s notice indicates that the governing body does not regard the matter as closed.
